Retired Navy commander, by his own account.2 His Meet Phil page lists seven priority headings with no text under them, and his Home page lists eight short paragraphs with no headings; paragraphs on the same topic are credited to the matching heading and the rest are scored on their own. His /priorities address returned not found (404). His linked Prospectus PDF is from his 2024 campaign (it cites "2024 polling") and only repeats the seven headings, so it adds no text to score.4

  • Ehr and Rojas both mention Medicare. Ehr: "strengthen Medicare & Social Security".2 Rojas: "protect Medicare for our seniors".7
  • Gimenez and Rojas both mention lower taxes. Gimenez's site says "Carlos has spent the last nine years fighting to lower taxes, balance the budget, protect the environment and more."6 Rojas: "lower taxes on small businesses".7
